HTC recently certified four handsets in Russia according to a report published today. Among the devices that are now listed with the proper regulatory agency in the country is the HTC Desire 650. This could be the HTC A17, an entry-level phone that was mentioned in a tweet disseminated earlier this month by HTC tipster @LlabTooFeR.
