Reports on fatal police shooting of Cleveland boy seen as pro-police

Two recently released reports on the legality of the fatal 2014 Cleveland police shooting of Tamir Rice—a 12-year-old black child—say nothing unexpected


The authors of both reports discuss police training, the officers’ actions, and why those actions were legal. But some have dismissed their findings as pro-police, and neither author addresses the various contradictions they themselves raise.

But before we get to that, let’s start with how the officers arrived on scene


In November 2014, Cleveland officers Frank Garmback and Tim Loehmann received a call that a person was continually pulling a gun from his waistband at a recreation center in Cleveland and drove to the location. Rice was holding a pellet gun, but the officers didn’t know that. Garmback stopped the car just a few meters from Rice, after which Loehmann stepped outside the car and fatally shot the child.
